Every year, Palo Alto banks on federal, state and regional grants to pay for items like police equipment, rail corridor redesign and airport upgrades. The city’s current system for managing these grants, however, lacks oversight and coordination, with officials routinely failing to follow the existing policy and to track expenditures, according to a new audit.
